President Shavkat Mirziyoyev by his September 21 decree approved Uzbekistan’s Innovative Development Strategy for 2019-2021 and the Road Map for its implementation.

The main goal of the strategy is "the development of human capital as the main factor enhancing Uzbekistan’s competitiveness and innovation”.

Among the main tasks of the strategy is Uzbekistan’s joining of the ranks of 50 advanced countries in the Global Innovation Index by 2030. Due to the lack of data, Uzbekistan has not been listed in this ranking in recent years.

Other tasks of the strategy:

  • improving the quality and coverage of public education at all levels, developing a continuing education system, providing flexibility in the training system based on the needs of the economy;
  • supporting, facilitating integration of education, science and industries;
  • increase the investment of public and private funds into innovation, science and R&, introduction of modern and effective forms of financing into these areas;
  • Increase of efficiency of public authorities through introduction of modern methods and management tools;
  • ensuring the protection of property rights, creation of competitive markets and equal business conditions, development of public-private partnerships;
  • creation of a sustainably functioning socio-economic infrastructure.

The commission for implementation of the Strategy will be headed by Prime Minister Abdulla Aripov.
