President signed a Measures to regulate labor activity processes abroad Decree on October 17. As per the decree, from November 1, all information about vacancies offered by foreign-based employers will be publicly posted on the e-platform of the newly created Migration Agency, in the media and social networks.

On the agency's electronic platform, it will be possible to create and post CVs and participate in selection processes.

From the same date, up to 10 million-soum microloans for a period of two years will be available for labor migrants departing in an organized manner to work in developed countries at the expense of the Migration Fund at a rate equal to the interest rate of the Central Bank plus 4 percentage points.

Provincial branches of the agency will adopt the practice of providing free consultations on employment abroad and obtaining a work visa.

From December 1, the agency will begin placing orders in educational institutions for vocational training and learning foreign languages ​​for citizens planning to work abroad.

The Ministry of Employment and Poverty Reduction will provide grants for training citizens wishing to go abroad to work.

Private employment agencies will be entitled to organize training courses on professions and foreign languages ​​for citizens wishing to go on labor migration.

By January 1, 2026, the functions of selecting, sending and hiring Uzbeks abroad will be gradually transferred to private employment agencies.

The amount reserved by private employment agencies to obtain a license will be reduced from 8,500 to 4,000 basic calculation units. At the same time, they can place the reserved funds on deposits in banks and freely dispose of interest income.

Additional tasks are assigned to the diplomatic missions of Uzbekistan abroad:

  • assistance to the Migration Agency in establishing cooperation with authorized bodies and employers of foreign countries, organizing training courses based on their need for qualified specialists;
  • ensuring the participation of Uzbekistan in international migration programs, working to simplify procedures related to obtaining visas for foreign countries;
  • ensuring the implementation of part of the administrative procedures related to the registration of work permits abroad on the territory of Uzbekistan.

In particular, upon their return to Uzbekistan, they will be provided with land plots and state-owned assets for rent to establish their own business, loans and housing mortgages will be allocated, and their employment will be ensured.

However, in the event of an unjustified violation by citizens of the terms of the agreement on the implementation of labor activity abroad, subsidies, compensation and microloans allocated to them at the expense of the Migration Fund are subject to early return.
