President Shavkat Mirziyoyev signed a decree on October 22 cutting the number of management personnel of government agencies. Thus, in Uzbekistan there are currently 21 ministries, 14 committees (previously 13), 26 agencies (25) and 9 (11) inspection authorities, which makes up a total of 70 bodies of the republican executive power.
The document was adopted "in order to streamline the staffing levels of republican and local executive authorities, including reducing the number of deputy heads of ministries and departments that are part of the economic complex, by further increasing the efficiency of management in them."
This step is aimed at creating a "compact system of public administration that meets modern requirements" within the framework of the administrative reforms of the New Uzbekistan.
The maximum number of management personnel of 70 government agencies is set at 53,560 people.
Previously, the number of staff units was 56,509, that is, 5.2% of the management personnel (2,949 staff units) was cut. The number of employees of republican bodies financed from the state budget is cut from 51,950 thousand to 49,105 (-2,845), and from extra-budgetary funds - from 4,919 to 4,455 (-464).
For instance, in the Ministry of Economy and Finance, 580 jobs are being cut - to 5,626, but the number of deputies has increased from 7 to 8, in the Ministry of Investment, Industry and Trade - to 1,024 (-336), the Ministry of Employment and Poverty Reduction - to 3,234 (-1,416).
In the Customs Committee, the staff has increased by 693 people - to 4,690, in the Family and Women's Committee, the number of employees has increased from 152 to 585 (+433).
While, the maximum number of management personnel of provincial khokimiyats (except for Tashkent region) increases from 52-57 to 61-70 units, and their total number will be 763 units.
The maximum number of employees in the administrative apparatus of provincial khokimiyats and the city of Tashkent increases from 706 to 886, including project offices for the development of master plans - 46.
The maximum number of employees in the administrative apparatus of provincial governor offices and the capital of Karakalpakstan decreases from 445 to 330, mayor’s offices of cities of provincial subordination - 485 to 348, mayor’s offices of rural areas - from 5173 to 3809, mayor’s offices of Tashkent districts - from 568 to 359.
The cuts in the number of staff in provincial, city and district administrations is also associated with the abolition of the Agency for the Work by Mahallas and the Development of Entrepreneurship and centers under administrations with the transfer of their functions to the Ministry of Employment.
Earlier, at the beginning of last year, the staff of ministries and departments was cut by 17,447 units (24%). The number of deputy heads of ministries and departments was cut from 207 to 144, and then increased to 163. Now their number is increasing to 164.
